KERNEL32.DLL and MMSYSTEM.DLL keeps causing errors

A week or so ago my computer wouldn't show anything but 16 colours on my computer, my mouse wouldnt work, most programs wouldnt work and the printer wouldnt work. I have it fixed so that I have 256 colours and the mouse works now but the printer wont work and some programs still wont work. It keeps on putting up the message: (some program or other) has caused an error in KERNEL32.DLL or (some program or other) has caused an error in MMSYSTEM.DLL. My OS is ME. Someone please help

That unfortunately didnt help. I did what that page said said and a message came up "file extracted" but it still didnt work.
