Can't boot dell after installing new motherboard

Just put a new (dell) Celeron 2 ghz processor/motherboard/cpu fan and hard drive into my old (dell) case replacing a p3 motherboard and now as soon as i turn my surge protector on, it goes directly to standby mode and won't do anything....what's going on?
