It's recycled so the letters and words can be used again. We're just doing our part to prevent a worldwide shortage.

For one, the recycle bin provides an opportunity to restore posts and topics that may have been deleted by accident. Mostly, it's there because I am against deleting topics from a public forum (we usually edit when needed). However, to keep things tidy, we need to remove topics at times. The recycle bin offers a way to remove posts from the forum, while still remaining accessible.
