registry editing

could someone help me with a problem. when i run a file cleaning programme i get the message registry editing has been dissabled by your administrator.i also get this message if i run regedit. i have windows xp thanks in advance

hi
go to control panel then users acct. and check that the settings on the account your using is not set to limited.
