Cannot uninstall Norton Corporate AV

I installed Norton Corporate AntoVirus on a number of XP computers. I now have CA's E-Trust to put on those machines. Unfortunately, on some machines Norton will not uninstall. It hangs during the process and only a restart can bring the machine back. When it restarts, Norton shield is running. The scan will not work and Norton is not in the Add/Delete option to remove it.

When I try to reinstall I get Error 25013 - unable to load migration.dll and Error 25010 - error initializing transman.dll.

I need Norton removed so I can load E-Trust.
