Allow ports access in McAfee Personal Firewall

I wanted to know how I could allow the port 6349 to access the net through my personal firewall.

I have McAfee personal firewall 5

McAfee personal firewall is an Application Layer Firewall and it can't allow\block traffic by port numbers(i.e. the Transport Layer) but only by the application\program being used.
So you will have to give the program that wants to use port 6349, access to the Internet in McAfee personal firewall.

Is that same with inbound utilities

Alot of ip adresses want to acess it but I don't how to allow all of em and what do I do if there different every time
