I'm sorry, I do not understand the question? Are you talking about the grouping function?

Grouping works on LIKE programs, meaning all IE windows will columnize.

Are you looking to add unLIKE programs to a column?

I think he means how do you get quick launch on the task bar.

To do so:

right click on the taskbar and select properties. Under taskbar appearance there is a box which says show quick launch; click in it so that there is a tick and select apply.

Once done there will be quick launch icons with a right pointing arrows next to it.

To add quick launch icons from the arrow to the taskbar simply drag them from the arrow list over the quick launch area and release.

Hope this helps

OR....Perhaps he wants to create a new Toolbar on the Taskbar?

To do this, first create a New Folder on the Desktop and name it what you want the tool bar to be named. Then Right click on the task bar, point to "Toolbars" and click on "New Tool Bar"... navigate to the newly created folder and choose it...the new toolbar will appear on the right side of the task bar next to the system tray. To add programs to the toolbar, simply drag the program's shortcut icon into the "New Tool Bar" folder and it will appear in the toolbar you created on the taskbar. If you drag a folder into the "New Tool Bar" folder, it will display with an expanding menu. I keep track of my G2G "canned replies" and other information this way.
