From what I can see Dellnet.exe is a win32 dialer
Hijack might get rid or this for you but you would have to ask the Malware people for sure.
Have you looked inside the desktop folder for the icon?

Oh yeah, before any one suggests it, reformatting is not an option for me.

Right click my computer go to explore c:>windows>desktop open the desktop folder
Go up To View > folder options > view tab > click on show all files click OK
press F5 does the icon show up in the desktop folder now ?

If no
Exit to dos at the c:\windows>cd desktop enter at the c:\windows\desktop>dir/p enter
can you see anything that looks related to the program or file

with the pic you sent are you sure this is the information you get when you highlight the icon right click then go to properties (just does not look right)

Also can you see this file through explorer
c:\windows\system32\cmstp.exe
or
C:\WINDOWS\Desktop\cm
or
C:\Temp\ServiceProfileFileName.inf

If not then it's into the registry under the profile

Have you tried the real basic step
Highlight the Icon (1click) hold down the shift key and press delete

After A long effort , i found a solution , i had the same problem and i fixed it.
guys ,you have to understand, that, this icon, is not a regular icon or file, so the solution you suggested are no good.
it's a special icon like explorer or the recycle bin.
this icon is related to the connection manger which makes dialers.
anyway , to delete it you have to open the registry and go to the keys:
HKEY_LOCAL_MACHINE,
"SOFTWARE\\Microsoft\\Windows\\"
"CurrentVersion\\Explorer\\Desktop\\"
"NameSpace\\

there you have a list of special icons, delete the key which belongs to the right icon,
be carefull not to delete important icons...
and that's it , i was relying on the following link:

Bingo....finally someone that knows what they're talking about unlike the rest :) j/k and solved the problem!
That annoying icon is HISTORY NOW!!
