Ctrl Alt Del won't work!

After running a spyware removal program, I noticed my ctrl-alt-del command won't work. I'm not sure if the two are linked. The task manager just flashes up on the screen then disappears. I read a previous post where you helped someone else with this issue, but the steps aren't working for me (running cmd - won't open for me). Help!
