System Restore Does Not Work.

When I go to system restore, it always shows a message that says:

You do not have sufficient security privileges to restore your system.
Please contact your administrator, or logout and log in again as an administrator and try again.

I am logged in as an administrator, but it still says this. :tazz:
I tried doing a repair install of operating system but it didn't fix it.

Have you tried the System Restore from Safe Mode? Might I ask why you need to restore?
