Generall a .bin file has an associated .cue file that is used to burn a CD.

If you don't have the .cue, or if you don't want to burn a CD try WinISO:
http://www.winiso.com/index.htm

Another option is DAEMON Tools, that will create a virual CD drive on your system and allow mounting of the .bin file:

Do you have a .cue file? If so, you can use Nero to burn the .bin file to a CD. It's under burn disk image.
