xp wont startup shell32.dll missing help plz

my brothers laptop wont startup, after it is turned on it ends up with a compac background and an error message saying.... "this application has failed to start becauseSHELL32.dll was not found. Re-installing the applicationmay fix this problem." I have my laptop and copied the dll file onto a cd (it was to big for a floppy) I want to save any files he has on his comp. for school. I had a problem a while ago on my laptop with xp sp2 like so many other people. I dont know if it is a similar issue. SO...once i hit ok from the error msg, I get a new one that says "the logon user interfacedll msgina.dll failed to load. Contact your system admin to replace the dll or restore the original dll." it then gives a button to restart. I copied msgina.dll onto the same cd from my laptop. My brothers laptop wont go to the safe mode, what should i do?????
