Microsoft Anti-Spyware Beta problem initializing

I installed MS Antispyware (Beta) as an administrator on
an Windows 2000 computer. It works fine for an Administrator.

When Power Users log on, however, the program does not
initialize and generates the error code (0xc0000022).
Nor can I launch the program by clicking on its program
icon while logged in a Power User.

I am unable to find anything that provides a work around
for this problem.
Suggestions?

One clue: This started after installing a legit program that updated 1 of 6 files (I'm not sure which one):
C:\WINNT\SYSTEM32\VB6STKIT.DLL
C:\WINNT\SYSTEM32\COMCAT.DLL
C:\WINNT\SYSTEM32\STDOLE2.TLB
C:\WINNT\SYSTEM32\ASYCFILT.DLL
C:\WINNT\SYSTEM32\OLEPRO32.DLL
C:\WINNT\SYSTEM32\OLEAUT32.DLL
C:\WINNT\SYSTEM32\msvbvm60.dll
