Wrong Screen size on setup/options screend

The majority of the time when i install new software the installation screens will be shown as the wrong size for the screen.
For example my screen size is 800X600
But it would appear the program is trying to display the setup screen as a larger (next size up) resoultion. i have to scroll from side to side to veiw options and press buttons.

It also happens on some options screens in programs such as NETSCAPE and thunderbird

I have recently installed a new video card (but it was doing it before hand anyway)

i have created a screen grab of what it looks like in the options menu of thunderbird (but it looks the same as in everything else) because im not sure if this is easy to explain/understand without seeing what im talking about.
