What do you mean by site theme? For a personal site, you have a site layout and you can also skin your site, allowing using to switch skins. To make a regular layout, you only need to know html, for skinning you need to know html and php

You can also use style sheets, .css, with html to make your site thematic if your host doesn't support .php or if you just want a simpler method.
