mmc administrator run dll 32

I just bought a HP 4910 laptop that somehow has an administrator on it. It now will not let me open any run32dll files. How do I turn off admin or do a system restore? Help please.

Sounds like it was probably part of a corporate network, has group policies and likey other lock-downs in effect. Since it's new to you, I'd reformat and reinstall Windows and any other programs.
