windows 98 startup problem

you are currently in ms-dos mode say y/n both options restart the system

Boot the PC and keep tapping F8 until you get options, select safe mode then press enter, let it load then click start then shutdown, put the dot in restart,

Hopefully it is in restart in MS-DOS at the moment, which is causing this
