IE will not open new windows

I've been having the same problem that DeadlyDevo posted yesterday.
When I try to open a link (or try to do an open in new window), a blank IE window opens but the content never loads - just hourglass forever. If I hit stop and then refresh (in the new window), only then will the contents load.
I've done a search here and at microsoft help pages and found several recommendations to run a program callrd regsvr32 with a whole laundry list of dlls. The trouble is that when I do, I don't ever get a successful completion message as it has been suggested that I would, and the trouble persists.
System is running Windows 98SE with IE6.0.2800.1106IC, Update SP1. I've run Adaware, Spybot and Winpatrol and everything seems to be coming up pretty clean, just a couple of tracking cookies each time.
What would you recommend my next step be?

Try repairing your registry files. I recommend downloading this free program:

Install it and run. Let it fix any errors it finds. Also if you have it, Registry Mechanic is good but you need to pay for it to have errors fixed.
