internet connection hijacked. what next?

Not sure where the correct place for this question is so please redirect me if necessary.

Just found that there is something malicious on my Father's computer.

It changes username and adds a proxy server to his connection settings. The phone number in properties is the same as it was originally, an 0845 number, but I have been reading that these dialers call massive premium rate numbers. (Is this what has happened but it has just hidden the true number it is calling?
Would this number show up? What is the next step? He has used the computrer several times not realising this was happening.

I think the rogue process is iccontrol.exe

Any advice much appreciated. I don't mind re-installing the systm (It was only a few weeks old!) More concerned about what may have happened and what to do next. Worried he is gonna get a 4 figure phone bill
