ati radeon issues on GTA SA

i just installed the GTA san andreas on my computer with the following specs:
AMD SEmpron 2200 (using default cpu fan)
ECS N2U mobo
512 ddr generic mem
ATI RADEON 9250 128 mbx128bit vid card
40 gb seagate 7200rpm barracuda HDD
250 watts power supply
no fdd and cd-rom installed
The prob: Even at the lowest settings, whenever more cars or people come into the frame the frame rate gets sluggish and at times the game crashes. Are there any known issues regarding ATI Radeon video cards for this particular game? KNowing that the catalyst driver ver 5.9 causes more problems what i have installed is the original driver that came w/ the vidcar first time I bought it about 5 months ago. I never had problems w/ GTA vice city now I'm having second thoughts on purchasing the third GTA.

The Video card is the biggest problem, its old, outdated and slow. That video card only has 8 Gb per second bandwith. That is really really slow now-adays.

That is alot of the problem and a faster video card will give you better performance and will stop the crashes do to a under minimum requirement video card.
