Reformatting the hard drive

i have finished reformatting my hard drive and now i'm ready to start installing windows. but when i have the right cd in the disk drive and the windows 98 startup in the A drive, and i type, "setup", while being in the right drive, i get the message, "This program cannot be run in DOS mode". so is my computer completely busted or what??

When supplied with your computer, some versions of Windows require that you type oemsetup.

no matter what drive i'm in, all i get now is "bad command or file name"
