IE 6.0 won't open any new windows

Hi,
I am on IE 6.0. Ever since I installed SBC Yahoo DSL I've had issues with IE not being able to open a new window. I've tried the following:

Uninstalled SBC Yahoo Browser
Tools, Internet Options, Advanced, made sure "reuse windows" was unchecked
Restored default settings in Internet Options

None of these has worked. IE works fine except it will never have 2 windows open at once. Even if I open a jpg (set to open with IE) it will open OVER my internet page. Even File, Open, New Window just opens the same page in the same browser.

Any help is much appreciated!
