bootup to background screen, no icons/taskbar

I am running windows XP Professional, and after the kids had been on for an evening, after reboot the next morning I get all the way to a STOCK background screen witn NO ICONS or TASK bar.

cnrtl/alt/del works and I can browse and launch virus programs, etc

I have seen this happen once before and was able to use system restore.

However, this time ALL the restore points are gone!

grrrrrrrr.

Having googled this problem, i see i am not alone, and have tried some of the other solutions offered but to no avail.
