You need the XP cd to run the repair.. System Restore "MAY" do it, but I wouldn't hold my breath!! Either which way, getting into Control Panel won't do anything for you as far as restoring is concerned!!

what so it will still have problems if i restore it back to factory settings

You may NOT have that option.. System Restore only keeps a variable number of Restore Points.. as a new one is made (once the allotted disk space is used up), the oldest one is deleted..
To ensure the system is clean, you MUST use the Recovery/Restores cd's that you should have received with your system or a retail/OEM version of XP with a legal Product Code..

your not getting me im saying restore it to factory setting you no when you first get it with only micrsoft stuff on not system restore to a earlyer data

I am getting you.. to return to a completely clean system, you MUST HAVE the original Pachard Bell Recovery/Restore cd's or a Retail/OEM version of XP..
Getting into Control Panel will do absolutely NOTHING for you.. Those cd's ARE A MUST !!!!!! Do you understand now???
If your technician at school thinks you can do that through the Control Panel without the XP cd's, then he is the last person I would ever take my system to!!!

You can get OEM XP for 50GBP / 75 USD
