laptop has crashed

Help please every time i try to power up computer just get black screen with white line and white blocks.
tried safe mode and starting to bios same result.
Can,t even get recovery/system cd provided with laptop to work cd drive spins but nothing happens
Also hard drive light does not even flicker when i try to power up.
Points to note hard disk partitioned to c and d drive c drive was almost full and needed defragged so moved files to d:.
Was running video media file which crashed computer computer went into scan and clean mode on reboot but noticed even then graphic display was failing to keep up where it indicates percentage of scan disk carried out.
Is hard disk bust
