how to re-install win98 without cd

i have compaq presario 4770,i recently reformatted the hard drive,now my cd-rom does not work.i've tried putting the win98 cd drivers back on through the boot-up floppy and web downloads,but nothing works,so i'm thinking my cd-rom just went bad and needs to be replaced,is there a way get to win98 without the installation cd?

you should just have to put the 98 boot disk and the cd in at the same time and have it boot from the floppy
