Can't access webcam

While trying to access a webcam, the image does not appear, i get a black screen with a white squre with e red cross in it in the top left hand corner of window.

I emailed the administrator, who said check javascript is on ( it is ) and turn off pop up blocker ( it is )

Any ideas?
