How to they work?

I don't get it.. I know it isn't simple but I just want to know. What language is needed to know? Do i need soemthing special?

How hard is it to make a program dictorinary? A program that people can download from a site and use it on their own comp.?

The dictionary data can come from a DICT server. You can get specs for the DICT protocol here

You can try it out by using telnet to connect to dict.org on port 2628 and querying the dictionary.

Pretty much any programming language can do this kind of query.
