is there any application to disconnect from the net automatically at a specific time?

You could use Windows Task Scheduler to run ipconfig /release_all or winipcfg /release_all at the specified time.

that's a good idea. I've never thought of doing it that way.

but would it stay released if the computer was on cable/dsl that is always on?

I'm pretty sure it would not renew until another program renewed it, or until Windows is restarted.
