Malware can't get rid of...

Running across a slow internet connection through cable modem... had a tech out here and he confirmed that the signal going into the computer was very good. However, I still run across slow connection speed and occasionally being "timed out" of pages.
I run Ad Aware and MS Anti Spyware. They both come back clean... Spybot S&D, however, gives me the following problems:

No matter how many times I fix, upon restarting the computer and rescanning the same errors occur. I am particularly interested by one of the errors including the words LanConfig. Could that explain slow connection in my LAN???

This stuff is all very greek to me... However, does anything jump out as to what maybe causing the poor connection?
