As Guse asked have you run any Registry cleaners before running Clean Up they do cause the issue. I would not run registry cleaners if you have a problem like this on.
To fix the problem please do Ctrl + Alt + Delete and in the process tab press "New Task" and type sfc /scannow press "Ok" this will give a blue bar and ask for you Xp CD. When it goes reboot. This replaces all files belonging to XP that are missing or corrupt.
