When I power up my laptop everything works normal except the screen. I see that it gets a signal but the screen stays black. I have to power down and up sometimes 25 times to get the screen to come on. The computer will start as if the screen is powered, but there is no display.

Dell latitude CPxH500GT
Pentium II 128
Phoenix Bios 1.10 AO7

I travel a lot, could airport x-rays cause this problem?

Hi and welcome to Geeks to Go. It is more likely due to an intermittent problem with the cable connection to the display. Laptop displays are hinged and get moved a lot. I would investigate that possiblity. A co-worker of mine has a Dell lap top that does this. He sort of smacks (is there a gentle but firm way to do this???? I don't know) the display around and gets it working. He sometimes has to reboot in the process too.
