I have a webpage which is just an ordinary one but now i would like to build a web Database using this page.
I have some understanding of SQL. Can anybody direct me to a decent link that would help me get started. Being free would help.

Hello,

It seems that the free open-source and very widely used MySQL would probably be the best database to use. You check out MySQL in general in the first link and a link to the download page is below that.
