nail.exe problem

Hello, this is really frustrating me, so thank you firstly for reading. I turned on my computer earlier and i recieved a pop-up message saying "Windows cannot find nail.exe". So now I am unable to access any programs, I can only access the internet. Once I attempt to access a program, I recieve a pop-up saying "Windows cannot find .exe. This program is needed for opening files of type 'Application'. Type in the executable file to be used instead:" etc. Unfortunately I can't even post a log since I am unable to open anything. HELPPPPPPPPPPPPPPPPPPPPPPP! PLEASEEEEE!
