Since a lot of laptops use the pentium m and around 1.5ghz to save battery live won't these laptops not be able to run vista and so force people to buy laptops that have worse battery life and are bigger?

Not unless they fall into the trap of thinking they MUST have Windows Vista 'cos it can do loads of useful stuff that XP can't do (which is totally untrue). Most of the so called 'improvements' are nothing more than visual effects which demand higher resources while not doing anything useful.
