You don't. They're virtual COM ports, they're not going to show up in Device Manager and never will never mind which version of Windows you use.
Configure the modem in the normal way; via the Control Panel -> Modems or the modem properties in Device Manager.

ok thanks. My problem is the device manager says modem is working. But when I go to dial I don't get a dial tone or hear anything. The phone line is working. It says dialing, but nothing happens.

Go back into the device manager and right click on your modem and select PROPERTIES. Then click on the DIAGNOSTICS tab and click the QUERY MODEM button. Post back the information that is displayed in the box.
