Email from IE 6.0

I have a html form that has a submit button on it. The content-type is plain text. For the most part I get all the information when someone submits, however I have a few locations that when they submit the email is blank. In the header of the emails that work it is (Plain Text) in the ones that do not work it is (HTML). I have checked the settings in OE and IE and they are all set to plain text. What am I missing?

Any help will be appreciated.
