Is it possible to create a bootable CD

I do not have a diskette drive on my computer (Dell Dimension 5100). This was my choice since I never use diskettes. I have since realized that creating a disk disaster recovery backup requires a diskette drive (using Microsoft's backup software.
Is it possible to create a bootable cd? If so, how is it done? I have a DVD r/w drive that I can use. I also know that I will have to modify BIOS to read the cd and know how to do that.
Any input would be appreciated.
