Wireless problem! PLEASE HELP!

I've been having trouble connecting to the wireless internet on campus at my college. The problem is with my wireless card or the driver or something.... I'm really not sure. When I click "View Available Wireless Networks" the following message comes up:

"Windows cannot configure this wireless connection. If you have enabled another program to manage this wireless connection, use that software. If you want windows to configure this wireless connection, start the Wireless Zero Configuration (WZC) service. For information about starting the WZC service, see article 871122 in the Microsoft Knowledge Base on the microsoft.com Website."

I have already checked out the article it refers to and followed the steps as it instructs. The program is now set to automatic startup, however the message has not changed and my wireless card is still not working. When I run diagnostics with the Dell Wireless WLAN Configuration Utility, the Interrupt Test and the Loopback Test both fail. I have no idea what that means or what I can do to fix it! Any help on this problem would be greatly appreciated!!!! I need to get wireless back up because I need it for class!!! Thank you so much in advance for any help.
