How would i be able to put time restrictions on a user when they can log on?
For Example: Can not log on until 6pm

Need third party software for that.

Or I suppose the other alternative is to buy a timer plug switch so the system doesn't power on at all before 6pm

It's called parental supervision

Xp Home or Pro?

You could do this quite easily on Windows 2000 domain with group policies, but I suspect that is not what you have.
