Try using a can of blow off on all internal parts( with power off ) if this doesn't work replace that fan.

Hey rajks, I posted a post about this problem days ago as wel. I've been suffering from my computer fan noise so bad I could hear humming noise in my university lecture...

Anyways, I tried to blow it with an air gun first and used some CRC on it, it worked, didn't last 1 hr and the noise back again. Thought my fan had had it.

But gave it a last try the day before instead of applying CRC I used some real good mech oil and it's been making no noise except for "silence" so yeah blow it and lube it.
