Computer won't boot

I was online when a storm hit and now my computer will not boot. When I try to turn it on all I get is a black screen with the logo on it. What is my first step to see what is wrong with my computer?

This might sound like a strange question, but how did you connect to the internet of that machine? dial up modem or usb modem etc

Can you also tell us your system specs please?

The computer is a HP Pavilion 510 N 1.2 GHZ Intel Cleron 256 RAM Ultra 40 GB Hard Drive
bought in 2001. It won't let me into safe mode or even into safe mode with command prompt. I have tried using the option last known good config and nothing.
