How often do Microsoft upgrade Windows Mobile? It seems that everytime I look on dell they have a new pocket pc with a new version of Windows Mobile and no way for the owners of old pocket pcs to upgrade their OS. Isn't this just stupid on Microsoft's part?

It is the responsibility of the Pocket PC (Windows Mobile Device) manufacturer to supply upgrades. However, they often don't. For example, I purchased a "Toshiba" Genio e550G, only to see Windows Mobile 2003 come out within a month. I looked on Toshiba's website, only to find that my Pocket PC was only supported by Audiovox (???), and that they weren't offering an upgrade.

I think that they offer a new Windows Mobile OS around once a year:
There was WM 2002, then 2003, 2003 Second Edition (in 2004), now 5.0 (2005).
There's a Wikipedia article (which I might edit to clarify some points) here.
