Spy Sheriff freezes my computer

I apologize if this is a redundant topic. However, I cannot find any past logs that help with my problem or make enough sense to me to help.

When I start up my computer (not the one i'm using to post this) Spy Sheriff automatically runs. Everything else is frozen. I cannot click and open any other program, desktop, start button, etx. When I press Ctr+Alt+Del, I get a message that says that Task Manager has been disabled by the administrator.

I have tried to open in Safe Mode. It opens, however after about 3 seconds everything is frozen where I cannot click to open anything.

Are there any suggestions for me?
