Plug it into a phone line.
Then go to Start -> (All) Programs -> Accessories -> Communication -> Phone Dialler.
Bash your mobile number in. Click Dial.
If the modem is working and the right drivers are installed, your mobile will ring. Otherwise, um, it won't
Anyway if the modem's functional it'll appear in Device Manager as a PCI Communication Device if it doesn't already know what to do with it.
