I've been working on a friends computer, their computer was crawling and have been without a virus scanner for about 3 years (it was bad)... I was able to get many trojans, viruses and spyware cleaned up. I was going to update some windows exploror settings, but found when I selected the folder options (tools->folder options...) all that was availiable was the "file types" tab. The "General" and "View" (the item I needed) tabs were no where to be found... Currently they have 4 user logins for the computer, all have admin rights. All user are without these options... Any ideas?

Hi jimycad!
What I suggest you do on your friend's computer is do a REPAIR INSTALLATION to fix all the windows problems the various malware caused. Use the link in my signature as a guide. Don't worry, all programs will still work and you won't lose any settings or files doing this. All this does is replace the operating system files (C:\WINDOWS).
