XP Seriously Hijacked, I'm in big trouble!

Hi,

My computer is currently running windows XP professional and I have been infected with a serious virus that has stripped away just about all my permissions. I cannot run .exe extension files, install any software or open any windows programs such as explorer, control panel, run command in the start menu. I currently have a blank desktop and very little options to work with. When ever i try to run a program such as Windows Explorer I get the message "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator". I have completed online virus scans such as Panda and they have found and deleted some viruses but I still have the same problem. When I start windows in safe mode the same problem exists. I beginning to think there is no hope for me and I will have to try and salvage my saved files and reinstall windows. Please help me if you can.
