does the refresh rate (hertz) affect the fps in fps games such as counter-strike source? If so how? if i put it high or low which will increases my fps

FPS in games is determined by your hardware, that being mainly processor, graphics card and memory. You can update the drivers for your graphics card and that COULD improve your fps in games, but if you are playing a game where you are near the bare minimum requirements to play it, then you aren't going to get that much of an improvement by just upgrading your video card driver.

Save the file as a JPG instead of a bmp so that the file size is 100K or less.
