I power went down do to something wacky in the kicthen light. Anyway, now my pc just makes a click sound and freezes. The red LED light next to the reset switch fades in and out. I do have a surge protector, Is this the Power Supply?

It could be, perhaps your 12volt rail in your power supply lacks enough power output to get the drive spinning. It also sounds like a harddrive crash or even total system board failure. Do you have a bios screen or splash screen or nothing at all.
