The wizard does not recognize that a CD is in the drive. I have run the diagnostics on the hardware and determine that it is a software problem. Any ideas?

What wizard? CD Writing wizard?

So what have you done already that's told you its a software problem?
If the laser has gone inside the unit, Windows won't tell you anything different and will just do what you're describing.

If you have more than one CD unit, consider attempting to burn/read with the other drive.
